David’s career spans the public, private, and not-for-profit sectors, where he has focused on the development and execution of effective public and regulatory policy. At Momentus, he advises clients in the areas of disaster risk management, financial services, climate finance, stakeholder engagement and communications.
As Senior Vice President at the Insurance Bureau of Canada, David’s work centred on flood risk, climate change, and catastrophic risk. In 2020, he founded Canadian Business for Climate Policy to establish a business voice to advocate for stable and effective climate policy. He has worked with clients on strategic, financial, and operational planning; flood risk mitigation; risk transfer instruments; and leveraging public and private capital to mitigate CO2 emissions. During his time at CIBC, both industry and government turned to him for expertise in banking regulation and policy.
Prior to his private-sector and consulting career, David worked as economist and speechwriter at Queen’s Park. At the Department of Finance in Ottawa, he worked as an economist in its International Branch, as Special Assistant to the Minister of Finance, and as Executive Assistant to the Deputy Minister of Finance.
In addition to his professional work, David is committed to volunteerism, for which he received the Queen’s Jubilee Medal in 2013. He holds a BA from the University of Western Ontario and an MA from the Johns Hopkins School of Advanced International Studies.
David is fluent in English and French.
