Background: KEY FACTORS FOR FUND DOMICILIATION TO THRIVE

The report, Study on Africa as a Jurisdiction for Domiciliation of Investment Vehicles, developed and introduced a new analytical tool – the Fund Domiciliation Maturity Diagnostic Tool (FDMDT), which is designed to evaluate the featured African countries through four macro parameters:

• Enabling Environment
• Judiciary Framework
• Operational Efficiency
• Regulatory Environment

This analysis helped identify where each of the countries stand on the maturity scale with respect to domiciliation and the market opportunities that exist in each country The study examines these parameters by jurisdiction and identifies recommendations in each area in order to build a strong domiciliation destination.

These four areas provide a road map that will enhance engagement with key stakeholders and decision-makers. Starting in October 2025, a series of webinars, roundtables and meetings will be held in key countries to determine how to best address barriers and accelerate the adoption of domiciliation as a policy tool to support capital mobilization for investment vehicles.
