Reports to: Director, Projects / Senior Leadership
Role Overview
The BD Operations Manager is a senior, internally-facing role responsible for leading the firm’s end-to-end business development and proposal operations. This includes managing the identification of opportunities, pipeline tracking, proposal strategy, and execution for high-priority bids (EOIs, RFIs, RFPs, and concept notes) focused on winning work with governments, development finance institutions (DFIs), multilateral development banks (MDBs), donors, and private-sector clients.
The role bridges business development, consulting delivery, and leadership, translating complex financial, institutional, and policy advisory offerings into clear, compelling, and compliant proposals aligned with the firm’s strategic priorities.
The role requires strategic judgment, strong relationship management, and the ability to coordinate and influence multiple stakeholders, including Partners, Practice Leads, and cross-functional teams.
Key Responsibilities
Business Development Strategy & Pipeline Management
- Coordinate review and access to client opportunities from procurement websites, networks, and referrals, ensuring proactive tracking and follow-up.
- Assess and evaluate new business opportunities, tenders, and proposals, providing go/no-go recommendations to senior leadership.
- Support the development and execution of business development strategies, annual revenue targets for the firm, and work plans.
- Build and sustain relationships with clients, sub-contractors, consultants, and internal teams to support long-term growth.
- Prepare, maintain, and circulate regular business development pipeline reports and dashboards, ensuring accuracy, consistency, and clear visibility for senior leadership decision-making.
Proposal Strategy & Leadership
- Lead the end-to-end proposal development process for priority bids, ensuring high-quality, tailored, and persuasive submissions.
- Conduct win-strategy discussions, including positioning, differentiators, compliance, and risk assessment.
- Translate client needs and RFP language into clear, compelling proposal narratives.
- Act as a trusted advisor to leadership on proposal strategy, bid viability, and opportunity prioritization.
Proposal Execution & Quality Control
- Manage timelines, inputs, and internal review cycles for all proposal submissions.
- Coordinate internal leads, subject-matter experts, joint venture partners and external consultants as needed.
- Draft, edit, and refine proposal content to professional standards, ensuring coherence and compliance.
- Support pricing development, including assumptions, cost models, and narrative justification, ensuring alignment with scope, risk, and margin targets.
Process, Tools & Continuous Improvement
- Maintain and improve proposal templates, case study libraries, CVs, and credentials.
- Track proposal performance, lessons learned, and KPIs to inform continuous improvement.
- Implement enhancements to BD and proposal processes, tools, and best practices.
- Support capture planning, early-stage concept development, and post-submission debriefs.
Stakeholder Engagement & Team Leadership
- Lead or support the BD and proposal team, providing mentoring, guidance, and operational coordination.
- Facilitate communication and collaboration across projects and BD teams.
- Support onboarding and capacity-building for junior BD or proposal staff.

Experience & Qualifications
- 6+ years’ experience in proposal development, business development operations, or consulting bid management
- Experience in consulting, professional services, financial advisory, or development finance preferred
- Demonstrated success leading complex, multi-contributor proposal responses to donor, MDB, DFI, or public-sector RFPs
- Experience managing BD pipelines and opportunity tracking preferred
- Bachelor’s degree required; postgraduate qualifications an asset
